Terms and conditions page

Background

As per  SWIK-1327 - Getting issue details... STATUS  we need a page with clear Terms for using SlideWiki. This needs to cover:

1. creating an account and data protection. this was not included in SW1 but is legally required. WE have data protection conditions https://platform.experimental.slidewiki.org/dataprotection but they do not seems aligned to how people will be using SlideWiki.

• adding and modifying content. SW 1.0 terms page at http://slidewiki.org/termsOfUse is based on Wikipedia's terms of use so is primarily about adding content. Elke Finke has suggested https://ocw.tudelft.nl/about-ocw/faq/ as an example to work from.

Qu: do we keep these separate or one page? Currently we have 2 links to "terms", one from the sign up page and one from the upload page.

Do our terms include the reporting / take down process? If not were will this go?
