OutcomeA username is case sensitive but have to be distinct in lowercase in the database. Also usernames are alphanumeric plus could contain -.~_

Background

In the database username and email are distinct. In past tickets we made emails non case sensitive. Should the same be applied to usernames as well?
At the moment tboonx and TBoonX are two distinct users. Is this bad?
