Content panels: not possible to activate panels via keyboard

Description

In the Revision Panel, the Revision headers are click-able but not reachable via Tab key. This makes the component in-accessible.

Please update the component so, that by using the Tab key the use can reach the Revision Headers.

Some notes from investigating this issue.

Conceptually we need to decide if the content panels are controled through a menu (as currently coded) or as a tab panel (as they are currently visually presented). This impacts the approach for accessibility.

We also need to consider how these panels will appear on a mobile display (if at all). We can usable a stackable menu but then the panels appear below all the menu items. It may be better to develop a mobile only view with this content as an accordion or limit what is displayed (e.g. drop down menu to expose individual panels)

This is still a problem. Possible to navigate through items on the revision panel but not access the panel via the keyboard. This is because Semanti-UI dropdown menu is inaccessible. captured in https://slidewiki.atlassian.net/browse/ASU-2

This issue was resolved with SWIK-481 and it is already merged in master.
