Improve focus indicator on buttons etc in Semantic UI

This is causing user issues as they are unable to see where they are adding a subdeck or new slide.

Branch only changed colours.

Currently Semantic UI uses hover colour on buttons to indicate focus - this is not clear enough. Need to identify how to change the border of buttons when hover plus more significant change in colour.
