Change colour and style of bullets and numbered lists

Description

Requested by UPV (vbotti32). It is possible to right click and open properties of lists which changes the style (liststyle addin) but this does not change the colour or size of the bullet.

Colour will be a problem if backgrounds are dark as it will be necessary to have a light coloured bullet / list.

Text colour changes continue into lists. Check CSS to see if li/ul can inherit colours

In addition colour and style is removed on import.

According to CKEditor this is not possible due to a limitation with HTML:

But it may be possible through allowing users to add to style sheets. Also default bullets can be managed within themes.
